Social Tenant Access to Information Requirements (STAIRs)

What are STAIRs?

The Social Tenant Access to Information Requirements (STAIRs) are a government initiative designed to improve transparency in social housing.

They aim to make it easier for residents to find and access clear information about their landlord, including how decisions are made, how services are delivered, and how well those services are performing.

STAIRs bring together key information that residents may find useful, such as:

  • How the organisation is run and governed
  • Financial information and how money is spent
  • Performance and service standards
  • Policies that affect residents
  • Information about homes, safety and services

The requirements also introduce a clearer process for residents to request information, helping to ensure openness, accountability and trust between landlords and residents.

At South Lakes Housing, we are committed to meeting these requirements and making information easy to access, understand and use.

What Information is Included?

Under our STAIRs Publication Scheme we proactively publish information about our activities, including detail on how we make decisions, how money is spent, information on our performance, our policies and procedures, and how we manage our homes and services for residents.

From April 2027, residents (and their representatives) are entitled to submit STAIRs information requests. This gives residents the right to access information relating to how their homes are managed. We will consider and respond to request in line with our STAIRs Policy.

Please note: We are not obliged to comply with STAIRs requests before 01 April 2027. However, in line with our commitment to transparency and accountability, we will consider any request received before this date and comply with them where possible.

Merger related costs

On 31 March 2026, South Lakes Housing successfully completed a merger with Lune Valley Rural Housing Association (LVRHA) through a Transfer of Engagements process. The merger brought together two organisations with closely aligned values and a shared commitment to providing high-quality affordable housing and services to residents.

As part of the merger, South Lakes Housing acquired 118 affordable rent and social rented homes across the Lune Valley and Lancaster area, strengthening our presence in the region and increasing our capacity to invest in existing homes and develop new affordable housing in the future.

The merger was supported by extensive due diligence, resident consultation, lender approval and engagement with the Regulator of Social Housing. It will deliver operational efficiencies, strengthen long-term financial resilience and enable greater investment in homes and communities across our operating area. The combined organisation remains committed to providing safe, good quality homes, excellent customer service and opportunities for residents to influence the services they receive.

South Lakes Housing welcomes former LVRHA residents to the organisation and looks forward to building on LVRHA’s strong legacy of providing affordable housing within rural communities.

The related transaction cost for the merger £50k. The financial statement recognise a credit of £6M as a gain from the acquisition.
